DESIGN REVIEW MINUTES
PLANNING AND ZONING COMMISSION
AUGUST 10, 2011

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on August 10, 2011.

CALL TO ORDER

The meeting was called to order at 7:05 p.m.

ROLL CALL

Also Present:
      Michael Dayton, Town Planner
Denise Horan, Town Engineer
John Choquette, Director of Development

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that            Travis Simpson would be voting in place of John Grottole, and Crystal Hernandez would be voting in place of Paul Roczynski.  Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN APPLICATION – 95 Goodwin Street, Enlargement of a vehicular ramp and installation of an overhead door to an existing industrial building.
Applicant: Dur-A-flex Inc.

Upon a motion by John Ryan, seconded by Kathy Salemi, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and if such information subsequently proves to be false, deceptive, incomplete and / or inaccurate, this permit shall be modified suspended or revoked.
  • Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
  • Clarify on the plans if the proposed improvements depicted and on the eastern side of the building and other areas on the site are part of the current proposal, if not remove them from the plan.
  • Provide a site plan approval block and engineering inspection note on each sheet of the plan set.
  • On the site plan, graphically depict a sawcut limit and specify bituminous pavement repair to facilitate the construction of the proposed ramp, additionally add a pavement restoration construction detail to the plan.

SITE PLAN APPLICATION - 367 Ellington Road, Construction of a 75’x 94’ storage building to an existing retail lumber yard.
Applicant: Michael E. Dion

Upon a motion by Travis Simpson, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and if such information subsequently proves to be false, deceptive, incomplete and / or inaccurate, this permit shall be modified suspended or revoked.
  • Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
  • Clarify on the plans if the proposed improvements depicted on the eastern side of the building and other areas are part of the current proposal, if not remove them from the plan.
  • Provide a site plan and engineering inspection on each sheet of the plan set.
  • On the site plan, graphically depict a sawcut limit and specify bituminous pavement restoration construction detail to the plan.
  • Site Plan Modification Bond set in the amount of $30,000.00.

SITE PLAN APPLICATION – 400 Main Street A.K.A Pratt & Whitney, Repaving of existing parking lots know as E-3,E-4, & E-5 with new lighting and landscaping.
Applicant: Pratt & Whitney, James Kodman

Upon a motion by John Ryan, seconded by Kathy Salemi, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and if such information subsequently proves to be false, deceptive, incomplete and / or inaccurate, this permit shall be modified suspended or revoked.
  • Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
  • Provide separate plans for each application and label them accordingly.
  • On sheet EX-01, clarify what the areas are that are specified on the plan as “area marked in red paint for repair”.  Add necessary notes to coordinate this specification to the pavement repair specifications on the demolition plans.
  • On sheets EX-02 & GD-02, clarify how the hot-box south of the proposed improvements is powered and add provisions to the plan to keep it in service if it is required to be kept in service.
  • On sheet SP-02, add a stop bar to the southbound movement on the northern leg of the Contractors and Runway Road intersection.
  • On sheets GD-01 & GD-02, clarify the depiction of the proposed spot grades for the proposed granite islands adjacent to the match-line.
  • On sheets PP-01 & PP-02, specify a minimum size and species for the proposed trees.
  • On the detail sheets, provide additional details to include but not be limited to: pavement cross section for the remove and replace pavement cross section, a detail for the milling rehabilitation cross section, and a typical detail for the row letter pavement markings.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION– 400 Main Street A.K.A Pratt & Whitney, Repaving of existing parking lots know as E-3,E-4, & E-5 with new lighting and landscaping.

Upon a motion by Tom Fitzgerald, seconded by Kathy Salemi,  the Commission Voted (7-0) to Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:

  • Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
  • Provide separate plans for each application and label them accordingly.

SITE PLAN APPLICATION– 972 Silver Lane & 403 Forbes Street, modification request to revise Silver Lane entrance and additional signage for the site.
Applicant: Kaoud Real Estate Development, LLC

Upon a motion by John Ryan, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and if such information subsequently proves to be false, deceptive, incomplete and / or inaccurate, this permit shall be modified suspended or revoked.
  • Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
  • Provide separate plans for each application and label them accordingly.
  • On sheet C-2, provide a minimum of 4’ separation between the proposed stop bars and the public sidewalk on Silver Lane and add a keep right sign to the northern end of the raised concrete island in this area.
  • On sheet C-2, revise the location of the eastern edge of the Forbes Street raised concrete island so that it is more in-line with the driveway curbing that ties into the Forbes Street gutter.
  • On sheet C-2, provide additional dimensions for the layout and location of the raised concrete islands.
  • Provide a construction detail for the raised concrete islands.
  • Provide revised truck turning movement diagrams with the addition of the raised concrete islands.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION – 652 Main Street A.K.A 143 Pitkin Street Meadow Hill Pump Station storage pond for maintenance dredging, culvert end repairs and removal vegetation of within the main discharge channel.
Applicant: Town of East Hartford, Department of Public Works

Upon a motion by Kathy Salemi, seconded by Peter Bonzani, the Commission Voted    (7-0) to  Approve the above Soil Plan and Sedimentation Control Application.
